Reclamation District No. 2137 is a local governmental special district that provides flood protection and drainage for the lands within its boundaries.  It is governed by a three-member Board of Trustees that "exercise[s] general supervision and complete control over the construction, maintenance and operation of the reclamation works, and generally over the affairs of the district."  (CA Water Code section 50652.)
